NWS high-water-mark data lists 10.6 ft MSL at Baytown; the associated engineering report says Highway 146 high-water marks indicated about +10 ft NGVD and water rose 3-4 ft above normal by the morning of August 17 and remained several feet elevated for at least three days.

The NWS August 2017 storm-data summary specifically reports extensive flooding in the Milam Bend subdivision in Baytown along Cedar Bayou, with roads and homes inundated in the wider region.
