Baytown impacts
NWS reports a 71 mph sustained wind and 100 mph gust at Baytown (Exxon) at 4:00 a.m. CDT on August 18. NWS high-water-mark data lists 10.6 ft MSL at Baytown; the associated engineering report says Highway 146 high-water marks indicated about +10 ft NGVD and water rose 3-4 ft above normal by the morning of August 17 and remained several feet elevated for at least three days.

NWS Houston/Galveston reports landfall near Galveston at 2:10 a.m. CDT as a Category 2 hurricane with 110 mph maximum sustained winds and a destructive upper-Texas-coast storm surge. The NWS regional storm summary lists 4.0 inches of rain at Baytown, and reports widespread fresh-water flooding and major storm-surge damage across the area.

NWS reports Harvey made Texas landfall near Port Aransas around 10:00 p.m. August 25, then produced repeated heavy rain bands and catastrophic drainage and river flooding through August 30. The NWS August 2017 storm-data summary specifically reports extensive flooding in the Milam Bend subdivision in Baytown along Cedar Bayou, with roads and homes inundated in the wider region.

NWS Houston/Galveston reports Beryl made landfall near Matagorda at 4:00 a.m. July 8 as a Category 1 hurricane with 80 mph peak over-water sustained winds and crossed Southeast Texas that day. Baytown-area observations include 6.40 inches at 2.4 miles northwest of Baytown and 6.80 inches at 3.5 miles east of Baytown; a Cedar Bayou-at-SH 99 station in Chambers County reported a 63 mph gust.

One percent annual chance floodplain
Definition
The 100-year floodplain is the 1 percent annual-chance floodplain, also called the Special Flood Hazard Area on a FEMA Flood Insurance Rate Map (FIRM). It is not a guarantee that flooding occurs only once per 100 years.
Use
Use FEMA's address search/NFHL for the regulatory effective flood zone and FIRM panel. Harris County Flood Control District's glossary defines the 1 percent floodplain and directs users to FEMA FIRMs; its real-time gage map is not a substitute for a FEMA regulatory map.
