Harvey, and the year after

Hurricane Harvey made landfall in late August 2017, weakened, drifted back over the warm Gulf and stalled over the upper Texas coast for days. Some Houston-area gauges recorded more than 50 inches of rain. On the flat, clay-bottomed coastal plain around Baytown that water had nowhere to go but sideways. Neighbors with boats moved first; afterward the region raised houses, redrew flood maps and funded the ditches and detention ponds that hold water before it reaches living rooms.

There is a stretch of late summer on this bay when everybody who lives here watches the same thing. Not the news, exactly. The map. The one with the cone on it, the one that comes up on the phone at the gas pump and on the television over the bar and on the screen in the break room at the plant. The cone is the shape of what nobody knows yet. It starts as a dot off Africa or a swirl in the western Gulf, and for a few days it is just weather somewhere else, and then one morning the cone lies across the coast like a hand laid flat on a table, and the town goes quiet in the particular way it goes quiet. People fill the truck. People check the generator. People look at the ditch behind the house and remember.

What they remember, most of them, is the last week of August in 2017.

Harvey did not come here as wind. It came as rain, and anyone who has never sat inside a storm that will not leave has trouble believing that part. Most hurricanes are an event. They arrive, they do their damage in a night, and in the morning the sky is scrubbed blue and the work begins. Harvey stalled. It came ashore down the coast as a major hurricane, weakened over land, wandered back out over the warm water, and then sat over the upper Texas coast for days, pulling moisture off the Gulf and dropping it on the same ground over and over. Some rain gauges around Houston recorded more than fifty inches. Fifty inches is more rain than many places on Earth see in a year. It fell here in less than a week.

Stop on what fifty inches of water is, physically, because the number is too big to feel. An inch of rain on a single acre is about twenty-seven thousand gallons. Fifty inches on that acre is well over a million gallons, and it weighs more than five thousand tons. Now lay that over a county. Over the bayous and the parking lots and the roofs and the flat, clay-bottomed coastal plain that drains slowly at the best of times. Clay is the problem and the ground is the problem. Sand drinks; clay seals. When the top few inches are wet, the rest of the rain has nowhere to go but across the surface, and the surface here falls toward the bay at a slope you could not see with a level. The bayous that carry the city's water to the bay have a capacity, and the capacity is not fifty inches. So the water went where water goes when the channels are full. It went sideways. It went into living rooms.

There is a physics under all of it, and it is the same physics that runs the town. A hurricane is a heat engine. It takes warm water at the surface of the Gulf, turns it into vapor, lifts the vapor miles into the air, and when the vapor condenses back into rain it gives up the heat it borrowed. That heat is what drives the storm. The number behind it is worth holding for a second: to turn a kilogram of water into vapor takes about two and a quarter million joules, and every kilogram that condenses in the storm's clouds hands that much back to the air. Multiply by the weight of fifty inches on a county and you have the storm's budget. The energy released by a mature hurricane in a day, most of it as this hidden heat of condensation, is greater than the electricity all the power plants on Earth make in the same day, by a wide margin. The Gulf in August is the largest fuel tank on the continent, and a hurricane is what happens when something lights it.

The plants on the channel know the Gulf as a heat engine too. They use it. The sea breeze that cools the afternoon is the same land-and-water temperature difference working at a smaller scale. And the cooling towers, the big open boxes that steam on a cold morning, run on exactly the trick the storm runs on, turned the other way. Warm water from the process is sprayed down through the tower, air is drawn up through it, and a little of the water evaporates. Evaporating it takes heat, the same two and a quarter million joules a kilogram, and the heat goes up into the sky with the vapor and the water that is left comes out cooler. A refinery is, in one sense, a machine for making very small clouds on purpose. The whole enterprise of the ship channel is the management of heat, its release and its containment, at a scale most people never see. So when the bay produces a storm like Harvey, the town is not watching an alien thing. It is watching the thing it works with every day, uncontained.

I am not going to tell you what happened on any particular street, because I do not trust my memory of the specifics and this is not a site that invents them. I will tell you what a week like that does to a town, generally, because it does the same thing everywhere it happens and it happened here.

The first thing that happens is that the map of the town changes. Roads that were roads are not roads. The route you drive to work without thinking becomes a decision. Whole neighborhoods become islands, and an island is a different kind of place from a subdivision. On an island you find out who has a boat. On an island you find out who has a chainsaw, who has a generator, who has a ladder, who has a pot big enough to feed thirty people. That inventory, the one nobody took before the storm, is taken in a day.

The second thing that happens is that the help that comes from outside comes later than the help that comes from inside. This is not a complaint about anyone. It is a fact of geometry. When the roads are water, the people already on the far side of the water are the only ones who can move, and so they move. Bass boats and jon boats and flat-bottomed duck boats went down streets that had never seen a boat. People who had never met carried each other's grandmothers. Someone with a truck lifted higher than sense ran a shuttle out of a flooded neighborhood all afternoon and did not give anyone their name. Not heroism, mostly, the week nobody could reach us. The inventory, put to use.

The third thing is the smell, and then the drywall. Anyone who has mucked out a flooded house knows this part and does not need it described. The water leaves and the work begins, and the work is weeks of carrying wet things out to the curb until the curb is a wall of a family's life, taller than a person, waiting for a truck. For a season the whole coast looked like that. And then, slowly, the curbs cleared.

The plants, for the most part, rode it out the way plants are built to. Continuous processes have shutdown procedures for exactly this, and the crews who stayed to run them slept where they could. The refineries on the coast came back up over the weeks that followed, and the fuel and the plastic and the fertilizer that had paused for a week began to move again. The world, which does not stop needing what the channel makes, did not notice much. When a place like this works, nobody sees it.

What the town rebuilt differently is the part I want to get right, because it is the part that matters and the part where I have to be careful.

Some of it is concrete, in the literal sense. Houses in the floodplain went back up on piers, with the living space a story above the ground and the ground floor left open for the water to pass through, the way houses on the Gulf coast were built for a century before slabs got cheap. Other parts are paper. The maps of what floods were redrawn, across the whole region, and a lot of people found out they lived in a place the old maps had been polite about. Then there is the ditch. The unglamorous work of drainage, the culverts and detention ponds and cleared channels that nobody photographs, got money and attention it had not gotten in years, and that is likely the most important rebuilding of all, because it is the kind that works before the water arrives rather than after. A detention pond is a dull thing to look at, a mowed bowl of grass behind a shopping center. What it is, physically, is a place for a few million gallons to wait their turn.

And some of it is not a structure at all. It is the inventory. A town that has found out who has a boat does not forget. The next time the cone lies across the coast, the people on the far side of the water already know each other.

I think about the bay in all of this, because the bay was here for every storm before Harvey and will be here for every one after. The bay does not have a memory the way we do. It has something older. It has the shape of the land, which the water made, and which the water will keep making. Every hurricane that ever came up Galveston Bay left a little of itself in the marsh line and the sandbars and the level of the ground. Brownwood, on the other side of town, is a marsh now because a storm and a sinking coast decided it should be. The bay is patient. It is not cruel, and it is not kind. It is the largest thing in the neighborhood, and it is made of the same water that fell on the roofs.

Late in the summer, when the map is quiet and the cone is somewhere off the Yucatán where it belongs, I drive past the detention pond behind the shopping center on the way home. Somebody has mowed it. A few grackles walk the bottom. It is a bowl of dry grass the size of a parking lot, holding nothing, which is what it does most of the year. Somewhere in the ditch beside it, in the inch of brown water that never quite leaves, are a few of the molecules that fell as rain in 2017, gone back to the bay, gone to vapor, gone to cloud, gone wherever water goes, and back again. The heat of the day gives up its grip a little, and a small wind comes in off the water, the same engine, idling.
